EBIC supports ECOFI proposal on a criteria-based pathway for new materials under the FPR

EBIC has issued a statement of support for ECOFI’s position paper, “Unlocking Innovation and Circularity in EU Fertilising Products: A Criteria-Based Pathway for New Materials under the FPR” (May 2025).
ECOFI’s paper proposes a structured, science-based approach to evaluating new component materials, either by:
  • creating a new Component Material Category (CMC) based on those criteria.

EBIC supports the objectives of this proposal: reducing regulatory bottlenecks, enabling the safe use of innovative and revalorised materials, and maintaining high environmental and safety standards. We share the view that the current positive-list approach can delay the uptake of safe and effective materials, and welcome efforts to explore proportionate solutions under Article 42(1) of the FPR.

At the same time, EBIC emphasises that the precise technical, procedural and legal implementation of such a mechanism will require further clarification. Our support is therefore in principle, with a call for continued dialogue among stakeholders to assess feasibility and implications in greater detail.

EBIC regards this as a timely and constructive contribution to the ongoing technical study on new materials being led by the Nutrient Management Instituut (NMI), as well as to the broader evaluation of the FPR. We remain committed to working towards a workable, innovation-friendly regulatory framework that safeguards safety and sustainability while supporting EU competitiveness.
